Who cannot vote in India

Adopted by India on 26th January, 1950.
In India, the right to vote is provided by the Constitution and the Representation of People’s Act, 1951, subject to certain disqualifications.
According to Article 326, the elections to the House of the People and to the Legislative Assembly of every State shall be on the basic of adult suffrage.
By the 61st amendment act, 1988 for elections to the Lok Sabha and to the Legislative Assemblies of States, the voting age was lowered from 21 to 18 years.
 Disqualification for registration in an electoral roll-
A person shall be disqualified for registration in an electoral roll if he,-
(a) is not a citizen of India; or
(b) is of unsound mind and stands so declared by a competent Court;or
(c) is for the time being disqualified from voting under the provisions of any law relating to corrupt practices and other offences in connection with election .
